Clarity Law to be voted on September 15, delay until 2030 if not approved
The Clarity Law will be put to a vote in the Senate on September 15 at 2:00 p.m. Senator Cynthia Lummis warned that if it is not approved in this Congress, the next opportunity to legislate on digital assets will be in 2030. The law aims to establish a regulatory framework and delineate the competencies between the SEC and the CFTC, reducing legal uncertainty. The House of Representatives will return on September 14 for just four days before its recess for the midterm elections in November. If the Senate ratifies the bill, the House must complete its review before the deadline. Lummis emphasized that waiting until 2030 is not due to a legal prohibition, but rather to political timing and the U.S. electoral calendar. In 2027 and 2028, Congress could become paralyzed due to electoral polarization, and in 2029, a new administration will prioritize other reforms. Only in 2030 could Congress resume technical legislations.
