EU Allocates €30 Million for Heating Modernization in Ukraine
The European Commission has allocated €30 million in grants for the restoration and modernization of heating systems in Ukraine under the Ukraine Facility program. This non-repayable aid will complement a €200 million credit and investment line provided by the European Investment Bank (EIB) in 2025 through Ukrgasbank, Oschadbank, and Ukreximbank. Oschadbank and Ukrgasbank have already signed an agreement for grant financing, and the involvement of Ukreximbank is expected soon. The funds are intended to support municipalities and local enterprises, and can be used for the restoration of heating networks, construction of small cogeneration plants, installation of solar panels and heat pumps, as well as thermal modernization of public buildings. The grant component can cover up to 50% of the costs for heating projects. According to Oschadbank, as of August 1, 2026, its market share in municipal lending exceeded 64%. The EIB Vice President noted that the grant will help ensure stable heating supply amid military challenges. Since the beginning of the full-scale invasion in 2022, the EIB has provided Ukraine with €4.5 billion in financing.
