EU sanctions impose August 23 deadline on HTX control verification
An EU transaction ban will take effect on August 23 against "HTX (HUOBI GLOBAL SA)," requiring individuals and businesses under the bloc's Russia sanctions to determine the company's involvement in their dealings with the exchange. This restriction follows Regulation 833/2014, covering activities within EU territory and by member-state nationals. HTX is added to Annex XLV Part A, which includes 14 crypto-related service platforms subject to transaction restrictions. HTX previously stated that Huobi Global S.A. is distinct from its platform, but this position does not clarify its stance on the EU regulation. Allegations from the UK Financial Conduct Authority claim Huobi Global S.A. controls HTX, a point contested in ongoing legal proceedings. A June interim High Court decision identified Huobi Global S.A. as the believed owner of HTX. HTX's updated user agreement defines "HTX Operators" without specifying a legal entity and states that users from EU member states are ineligible for services. Transactions involving Huobi Global S.A. must cease by August 23 unless exceptions apply. The regulation allows EU, EEA, and Swiss nationals to seek authorization for necessary transactions to withdraw funds and close accounts within three months after the deadline.
