Exploring Self-Issued Digital Securities
On the 8th, San'in Godo Bank announced that it has begun full-scale discussions on building a new fundraising model utilizing digital securities in collaboration with NTT Data Corporation and Securitize Japan, Inc.
Initially, the bank will examine the feasibility of issuing bond-type security tokens (digital securities) as the issuer itself, and will work on developing a utilization model aimed at regional companies and local governments.
According to the bank, if this initiative is realized, it will be the first case of a regional bank issuing and selling bond-type security tokens (as per San'in Godo Bank's research). Currently, this is only the beginning of discussions, and the feasibility of implementation and the issuance itself will be determined after confirmation with relevant authorities and internal procedures.
Background of the Discussion Initiation
San'in Godo Bank has been advancing discussions on the utilization of digital securities, triggered by the idea "Gogin Digital Green Bond," which won the grand prize at an internal pitch contest held in April 2025. During this process, the expertise and direction of NTT Data and Securitize Japan aligned, leading to ongoing discussions among the three companies.
One of the challenges behind this is the diversification of fundraising methods for regional companies and local governments. The 16th Local Decentralization Comprehensive Law, enacted on May 27, 2026, is progressing towards a system that allows local bonds to be issued in a digital securities format, which will be implemented on April 1, 2027. Currently, the local bond market is primarily centered on purchases by financial institutions and institutional investors, with limited participation from individual investors.
Details of the Self-Issued Scheme
The scheme under consideration involves San'in Godo Bank issuing bond-type security tokens and selling them directly to investors, known as a "self-issue" scheme. The bank plans to connect NTT Data's joint-use system "Regional Bank Joint Center" with Securitize Japan's digital securities platform "Securitize PF" to provide services.
This will allow investors to participate in investments by transitioning to the digital securities application screen from San'in Godo Bank's internet banking without needing to open a new securities account. Payments for investment funds and the receipt of interest and redemption payments will also be designed to be conducted through the bank accounts held by the investors.
Roles of Each Company and Future Developments
In terms of role distribution, San'in Godo Bank will be responsible for the overall planning of the initiative and considerations as the issuer, while NTT Data will support the examination of the collaboration method between the regional bank joint center and Securitize PF, as well as provide system support. Securitize Japan will be responsible for providing the digital securities platform and implementing the connection with the regional bank joint center.
The three companies aim to advance the commercialization based on the insights gained from this discussion and are also considering expansion to other regional banks that jointly use the regional bank joint center in the future. They hope to create a mechanism for regional financial circulation that connects regional companies, local governments, and individual investors.
