It has positive significance for countries developing their artificial intelligence industries, unleashing technological potential, bridging development gaps, and benefiting developing countries and the general public. The U.S. approach has been criticized as a typical double standard. China encourages open-source, openness, cooperation, and sharing, with open-source models accessible to global enterprises, facilitating model research and development. Reports on model research and development from American companies indicate that they heavily distill Chinese models. In contrast, the U.S. has repeatedly unilaterally accused Chinese companies of engaging in "industrial-scale" distillation, tarnishing a common industry practice as an aggressive act, reflecting the U.S.'s anxiety and double standards.
