The Government awarded eight road corridors of nearly 4,000 km and advances with the concession of national routes for 20 years
The Ministry of Economy formalized the awarding of eight sections of national roads to private operators for a period of 20 years, as part of the third phase of the Federal Concessions Network. The decision was established in Resolution 1379/2026, published this Monday in the Official Gazette.
The regulation bears the signature of the Minister of Economy, Luis Caputo, who had anticipated the awarding last week. According to the official, this phase includes more than 3,900 kilometers of national roads, distributed across eight corridors with private investment.
The included routes traverse the provinces of Santa Fe, Córdoba, Entre Ríos, Santiago del Estero, Salta, Jujuy, Tucumán, Corrientes, Chaco, Misiones, and Mendoza. The corridors were organized into the Cuyo, Centro Norte, Noroeste, Chaco-Santa Fe, Litoral, Noreste, Centro, and Mesopotámico sections.
The concession includes the construction, operation, administration, repair, expansion, conservation, and maintenance of the roads, in addition to providing services to users and developing new complementary activities that generate additional income. All will be carried out under the public works concession regime by toll.
Regarding the awards, the Centro Section was assigned to AFEMA S.A. - Pablo Federico e Hijos S.A. - Guido Mogetta S.A., with a fee of $1,399 excluding VAT. The Centro Norte Section was entrusted to José Cartellone Construcciones Civiles S.A., for $2,175 excluding VAT, while the Mesopotámico Section was awarded to IEB Construcciones S.A. - Trading MRG S.A.U., for $3,564.99 excluding VAT.
For the Noroeste Section, the selected offer corresponded to Autovía Construcciones y Servicios S.A. - Vapeu S.R.L. - Guigivan S.R.L., for $2,285 excluding VAT. In the Litoral Section, the winning proposal was from JCR S.A. - Néstor Julio Guerechet S.A., for $2,876.04 excluding VAT, while the Noreste Section was awarded to Carlos E. Enriquez S.A. - Hormi S.A., for $2,950 excluding VAT.
The Chaco-Santa Fe Section was handed over to José Eleuterio Pitón S.A. - Rovial S.A. - Obring S.A., for $3,520 excluding VAT. Meanwhile, the Cuyo Section was granted to Laugero Construcciones S.A. - Green S.A. - Corporación del Sur S.A., for $3,090.2462 excluding VAT. All contracts will have a duration of 20 years.
The resolution also detailed the proposals that were deemed inadmissible and subsequently rejected. Among them are those submitted by Lemiro Pablo Pietroboni S.A. - Merco Vial S.A. - Frontera S.A. for the Centro Norte and Noroeste sections.
Also dismissed were the offers from INMAC S.A. - Tecnoedil S.A. Constructora - Rowing S.A. for the Centro Norte and Noreste sections. The UTE had acknowledged, after the opening of the economic envelopes, the existence of errors in their proposals. The Evaluation Commission considered that this situation compromised the seriousness and unalterability of the economic offers and recommended their exclusion.
Additionally, the presentations from CPC S.A. in the sections in which it participated were rejected, along with specific proposals from Autovía Construcciones y Servicios S.A. - Guigivan S.R.L. and José Cartellone for the Noreste Section.
The process of privatizing the road corridors began with Decree 97/2025, issued in February of last year, which authorized the total privatization of Corredores Viales S.A. and enabled the Ministry of Economy to proceed with the tenders. The first phase, corresponding to the prequalification of bidders, was approved in July 2026.
According to the resolution, the evaluation report of the economic offers did not receive any challenges within the deadlines established in the specifications.
With the awarding of this third phase, the Government claims to have completed the concession of more than 9,000 kilometers of national roads, distributed across 16 strategic sections. As Caputo had pointed out, approximately 80% of national traffic circulates through these corridors, and the official forecast is that all 16 sections will be "under construction" starting at the end of September.
